This is the first critical thinking assignment that require you to connect class concepts to current events. You will be provided with relevant news articles and/or think tank reports and be required to answer a series of questions based on what we’ve covered in class. You should critically analyze this question through a series of examples. This is an opinion paper, but it must use reliable information such as lectures, class readings, and the external sources below to back-up your arguments.
Your assignment should include a clear answer to the question (a yes or no statement), a quick explanation of the opposing viewpoint, and a critical analysis expanding on your main argument using relevant examples. You don’t need to write a long introduction about the definition of federalism or the role of federalism in the American system– just give a quick definition and jump right into analyzing the questions. A grading rubric is attached.

Use the following questions to guide your assignment (you are not required to answer all of them, but you should address these themes; a solid paper would answer 3-4):
What is my answer to the main question?
What does the opposing viewpoint believe?
How did federal and state responses to COVID-19 differ?
How did individual state responses to COVID-19 differ?
How effective was the federal government in its response to COVID-19?
How effective were state governments in their responses to COVID-19?
How could responses to COVID-19 have been different without federalism? Would this have resulted in better or worse outcomes?
Should the president or governors have more authority to make decisions on response measures to public health crises?
A majority of this assignment should be in your own words and should provide your critical analysis of these questions and their implications. There are no right or wrong answers, so you should focus on developing a thoughtful argument. The sources that you use are meant to supplement and support your arguments; the paper should not simply be an explanation of others’ views.
This is NOT intended to be a partisanship assignment, and your goal should not be to disparage the opposing political party. Your explanation of the opposing side should be as accurate and truthful as the rest of your assignment. While you can certainly note the differences in choices made by Republican vs. Democratic governors, the goal of the assignment is not to pit the two against each other– it is to analyze the differences in federal vs. state responses to COVID-19. Failure to abide by this standard will result in point deductions.
