Introduction to the Documents: Following the Union victory at Vicksburg in 1863, Texas was cut off from the rest of the Confederacy, so much communication about the war was slow to filter in to the state. Additionally, Texas slave owners worked to prevent the humans they claimed as property from learning about the Emancipation Proclamation and the defeat of the Confederacy in hopes that they could continue the practice of slavery. In the years after the war ended, Texans were slow to surrender to Union authority and quick to adopt racist organizations to create a new order that replicated as much of slavery as possible. The report below was presented by a Union general more than 3 years after the war had ended.
