In 1946, George Kennan a State department official stationed in Moscow felt a way to stop the spread of Soviet Influence was to Contain it in areas where it already existed and prevent its political and economic policy expansion into new areas.(OpenStax, 2019) Containment was the basis for US foreign policy and military decision making. The commitment to the policy of containment meant the US needed a strong military offense and defense. There were times when the confidence in the ability of the US to help contain the spread of Communism was disrupted, however this policy remained the basis for US foreign policy for more then thirty years. (OpenStax, 2019)
In 1946, another policy known as the Marshall Plan was also put in place to stop the spread of communism and Soviet influence. The Marshall Plan was a European Recovery program. This program gave 13 billion dollars in aid to European nations that were willing to work together enforcing unity through enticement.(OpenStax, 2019) This program worked to diminish the popularity of French and Italian Communist and help prevent further governments from partnering with the Communist nation. The Soviet Union and the Communist states did not accept any funds from this program.
Another strategy to help prevent the spread of communism and Soviet Influence was known as Détente.(Moss et al, 2009) President Nixon met with the Soviet leader in 1972 to discuss a relaxation of tensions between their nations.(OpenStax, 2019) Détente was a way to relax the tensions between US and the Soviet Union by agreeing to certain terms. These terms included deploying only two anti ballistic missiles, limited the number of nuclear missiles by each country, and reduced anti ballistic missile sites to one per country.(OpenStax, 2019) Détente was a major achievement because it helped ease the East-West relationships, economic desirability, and the Soviet’s could progress toward reaching strategic nuclear parity with the United States at least for the short term. (Moss et al, 2009)
The United States had reason to fear international communist subversion because their goal was to expand Soviet influence and protect the Soviet Union. The goal was also to retain most of Eastern Europe as communist governments and continue to spread their influence to developing nations and Asia. The Soviet Union had emerged as one of the super powers. The US and the Soviet Union were fighting for military, economic, social, technological, and ideological supremacy.(OpenStax, 2019) The Cold War was fought through espionage, propaganda, formation of allies, and surveillance.(OpenStax, 2019)
