The ACA also know as “The Affordable Healthcare Act” is a good example for why federalism affects healthcare policy. The ACA was designed to reduce the cost of health insurance coverage for people who qualify for it.
A policy maker is someone who sets the plan pursued by a government or business etc. The policy maker can be anyone who creates ideas and plans, even if they are brought off by a business or government. There could also be different forms of a policy maker such as a board member of a hospital, the president of healthcare organization, and even a mayor. The legislative branch makes all laws, declares war, regulates interstate and foreign commerce and controls taxing and spending policies. The judicial branch decides the constitutionality of federal laws and resolves other disputes about federal laws.

They also have certain things they both can do as well. The national level can declare war, admit new states, establish post offices, and print money, just to name a few. At the state level, they can establish new schools, issue marriage, and driver’s licenses, ratify amendments to the constitution, establish local governments, and assume powers not delegated to the national government. The National and states can regulate interstate commerce.
Does Federalism impact health policy? The U.S. federalism responsibility between federal and state governments has developed and changed over the U.S.’s history. Since 1965, the federal government has increased significantly since the creation of Medicare and Medicaid. Both play a vital role in the American health care system, but Medicaid plays a great role in helping the neediest and most disadvantaged communities. Although coverage for Medicaid varies from state to state, it does protect around 35% of Americans with the lowest incomes. In 1996, Congress established SCHIP to extend health insurance coverage to children whose families do not meet the income requirements for Medicaid but need health insurance. The ACA granted each state a significant role in implementing the laws and coverage for this expansion.
