Determine the current and/or future effects of the issue on the community or beyond
Identify stakeholders (consumers, community, professionals, etc.) who are impacted; how they are affected and the role they could have in addressing the issue.
Examine the issue/problem/concern from a socio-economic, cultural, ethical, as well as political perspective
Develop a resolution to your issue. Consider your outcome measures or objectives, how the plan would be financed and what resources would be needed to implement the plan
